There are. The prices start at around 70 NZ$ for flights over the city and lake and those that include Tarawera cost 150 NZ$. Helipro, based at the Rainbow Farm at the NZ Maori Arts & Crafts Institute has city flights for 55 NZ$, Redcat has 45-minute flights over Wai-O-Tapu for 280 NZ$.
