Budget Communications on the 2nd floor of O'Connells Shopping Centre, on the corner of Camp & Beach Streets has good deals with 3 NZ$ per hour in the early morning and late at night. Ecafe on 50 Shotover St has a very good connection, Internet Laundry on 1 Shotover St has rates of 4 NZ$ per hour, but just four terminals.
