The cheapest one I know is the Southern Laughter, on 4 Isle St, where dorm beds prices start at 21 NZ$. It's a charming place too, and full of character: there's balconies, hammocks and other stuff maikn it feel quite exotic. The rooms are quite small, but to compensate there is a spa, a pool table and videos.
