Sure, at the very foot of the falls there's good swimming, along with several motor camps, a licensed restaurant and a tavern. You can drive there or take the walking track (only it's three hours return) that meanders through the reserve from the Waitangi National Reserve car park, with a boardwalk section through the mangrove forest around Hutia Creek. if you don't find other useful hints about this, feel free to ask...
