The Foley Towers are, as far as I know, among the cheapest options. It's a friendly hostel on 208 Kilmore St, where dorm beds start at 19 NZ$. The rooms are clean and in good shape, they have interior courtyards and under floor heating. It's a quiet and relaxing place to stay
