The Minus 5° Bar is probably what you're talking about. It's on Princes Wharf, it's open from 2 to 10 pm and inside, everything is made of ice. You put on special clothes, pay an admission fee of 20 NZ$ and you can stay inside and have a drink (from a glass made of ice) for about 30 minutes.
